Since Pope Emeritus Benedict announced his abdication I've heard lots of talk or read lots of print about how the Vatican needs curial reform. What exactly is that?

Perhaps I don't really know enough about the Curia and its operation to begin with, but does curial reform simply mean replacing some agency heads or does it mean a complete restructuring or, perhaps, both?

I've heard both. It does seem that in recent years there's been a tendency to create new positions somewhat freely without reviewing whether we still older positions. People have also expressed concerns about the 'career path' (both that there is one, and that it's not the best laid out one). Benedict certainly did some things to shake up the perceived career path (I'm thinking of sending Archbishop Charlie Brown to Ireland for instance), but many people would like to see Francis go a lot further.

Some say it's impossible. In any bureaucracy the career people just hunker down and figure they'll still be around when the boss moves on. Really hard to change entrenched bureaucracies.
