My experience is the opposite. Type two (pay to park, first 2h free) are very common - in our village that's first 15/30mins free (depending on where) with pay-and-display, motorway services for 2h and pay at the shop for longer. I only know one type one (free parking, maximum 2h) car park.

Funnily enough, our local free newspaper managed a decent-sized story on a new carpark that was supposed to be public and erroneously had signs put up labelling it as private.
