the position within NATO is even more nuanced - even some Germans IME don't appreciate that Germany has NATO issued nuclear weapons which it undertakes to use on NATO's orders.
Germany isn't a nuclear power per se, but it does hold, and has agreed to use on NATO's behalf, nuclear weapons. As do Belgium, the Netherlands, Italy and Turkey. These are issued by the US, but would be used by the forces of those countries, NOT US forces in those countries.
