Knowing how clubbable SoF denizens are, I am emboldened to ask for advice on behalf of a friend of a friend, who is seeking a private members' club to join in or around Exeter. I imagine something like the Cardiff & County Club here in South Wales, Newcastle's Literary & Philosophic Society or Norwich's Norfolk Club would fit the bill. Does any knowledgeable Exonian here know of such a club to which I can point him?

When I was at university there a decade or so ago I often used the library here:

http://www.devonandexeterinstitution.org/membership/

I think this comes as close as Exeter is going to to fitting your friend's bill.

Certainly as a member of one of the London clubs if I were to be transported back to Exeter I would probably join.
